Eminent Domain appraisals can range from single parcel takings to acquisitions of hundreds of properties, either whole or in part. Depending on the complexity of the project, before and after appraisals may be required. In these cases, not only must the land be valued, but a comprehensive study of damages and/or special benefits must be performed. These appraisal requirements can be very different from those of a typical mortgage appraisal!
What services can an Appraiser provide?
Sometimes detailed appraisals are not required. A feasibility test may be more appropriate in the initial stages of a proposed project to establish budgets. If budget requirements can be met, then more detailed inspections can be performed on individual parcels, including specific damages to remaining properties.
The Appraiser must be clear with his communications
Clarity is essential - shortcuts in reporting can lead to time delays and thousands of dollars in unnecessary expenses due to misunderstandings that should have never taken place. Well written reports can save municipalities thousands of dollars and weeks of time in acquisition negotiations.
The Appraiser must be competent
Different takings require different analysis. A Federal condemnation may require a different reporting format than a State or Local taking. Before beginning an assignment, the appraiser must understand the exact requirements each agency operates under. If negotiations are unsuccessful, the appraiser may be deposed and have to testify on behalf of the client. Recordkeeping, organization, oratory skills, and meticulous attention to detail are required to be successful. Make sure you are confident that the appraiser you hire is not only competent to write a report, but can also orate his findings in a credible manner.
